4. Overview of the assignment:
Misereor invites proposals for a six-month consulting process on effective advocacy for loss and damage in informal urban settlements within international climate policy frameworks.
Building on Misereor’s 2024 study “Loss and Damage in Informal Urban Settlements”, which examined case studies from São Paulo, Nairobi, and Jakarta, this follow-up process responds to a rapidly shifting context: accelerating climate impacts, rollbacks of climate commitments, shrinking civic spaces, and evolving international frameworks including the Fund for Responding to Loss and Damage (FRLD) and the Santiago Network. Globally, over one billion people live in informal settlements, disproportionately bearing the costs of a crisis they did little to cause, yet remaining structurally excluded from climate governance and finance. The assignment pursues three strategic objectives. First, it will critically update the analytical foundation established by the 2024 study, mapping developments in UNFCCC processes, climate finance architecture, and the human rights landscape relevant to informal settlements. Second, and most centrally, it will translate this evidence into actionable policy and advocacy outputs, including a policy brief and a practical advocacy toolkit to equip civil society actors to engage effectively with decision-makers at local, national, and international levels. Third, it will strengthen the capacity of Misereor’s partner organisations to advocate for affected communities and access relevant climate finance streams. Two key milestones structure the advocacy horizon: the IPCC Special Report on Cities and Climate Change (March 2027) and COP32 in Addis Ababa (November 2027). Throughout, the process must be grounded in human rights and climate justice principles and actively involve Misereor’s partner organisations as co-creators at every stage.

6. Submission of applications for participation, formal requirements:
- Exclusively in writing by e-mail to E-Mail: evaluation@misereor.de, no later than 19.05.2026, Subject: Application to participate in tender.
- Applications for participation should be submitted in the form of a short formal letter. Please enclose current CVs with fee rates as well as a list of references, including comparable assignments that have already been completed.
- If necessary, the bidder may also commission third parties with the performance of the services or parts of the services. If subcontractors are intended to be engaged by the bidder(s), this must already be stated in the application. The eligibility of subcontractors must be demonstrated.

 

7. Eligibility criteria:
- Solid and proven experiences in the field of Loss and Damage in the context of the Paris Climate Agreement and the Fund for Responding to Loss & Damage;
- Knowledge of informal settlements and urban climate vulnerability (Global South);
- Experience and knowledge of international climate negotiations (UNFCCC, IPCC processes) and social security systems;
- Skills in policy analysis and advocacy strategy development;
- Proven language skills to work in the three world regions (Asia, Africa, Latin America);
- Experience with South-South exchange processes and participatory research; fieldwork experience;
- Sensitivity and cultural competence in working with partners and target groups;
- Competence in scientific research;
- Competence in political lobbying and advocacy (on relevant topics);
- Team leader should be experienced in coordinating complex study formats.

 

8. Compulsory documents needed for formal acceptance of expression of interest:
Access to further tender documents (including the terms of references), award criteria, and contract and payment terms will be provided with the invitation to submit a bid. With the bidding documents a self-declaration needs to be submitted by the bidder which contains the following:

1. Code of Conduct as an appendix to the contract shall be signed;

2. No ongoing insolvency proceedings;

3. No conflicts of interest, no personal interest in the subject of the advisory.
