The Biodiversity and Climate Change Project (BIOCLIME) of the Indonesian Ministry of Forestry is supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB). 3. The primary aim of the project is the conservation of biodiversity and the carbon storage capacity of valuable forest and high conservation ecosystems in South Sumatra. One of the important steps to improve land-use planning, forest management and protection of nature is to base the planning and management of natural resources on accurate, reliable and consistent geographic information. In order to generate and analyze this information, a multi-purpose monitoring system is required. The system is to be conceived and structured on a modular basis to permit simple adaptation to different requirements and provides a variety of information layers of different temporal and geographic scales. 4. The initial step, in order to build up a basic module is the accurate mapping and estimation of biomass, degradation and biodiversity of the different forest ecosystems. In order to establish this module GIZ is planning to carry out a survey, which is subject of this tender. 5. The objective of the survey is - to provide information on actual land-use and the dynamics of land-use changes during the past decades in the Districts Musi Rawas, Musi Banyuasin and Banyuasin, South Sumatra, Indonesia and identify the drivers of deforestation and degradation, - to accurately map and estimate biomass, degradation and biodiversity of the different forest ecosystems based on accurate current information on forest types and forest status, in particular in terms of aboveground biomass, carbon stock and habitats, - to define indicators for biodiversity in different forest ecosystems and degradation stages, - to develop a monitoring system based on high-resolution satellite imagery for forest cover changes in the three districts, - to provide accurate information of the historic fire regime in the study area, to be derived from historic satellite imagery. Fire is considered one of the key drivers shaping the landscape and influencing land cover change, biodiversity and carbon stocks. To conduct the survey systematically, a combination of a variety of remote sensing and ground based methods is required to provide a series of information layers of different temporal and geographic scales. It is anticipated that the Contractor will conduct one initial survey at the beginning of the contract, in order to establish the baseline data necessary for the M&E system; a second survey will be conducted towards the end of the assignment. To carry out the survey, the personal presence of the contractor s expert team in Indonesia is temporarily required. 6. The contractor should ensure that at least two experts with the following qualification are assigned to the commissioned activities: 1. At least 10 years of experience in the forestry sector of tropical countries and special knowledge on Indonesian forestry and REDD. 2. At least 10 years of experience in processing and interpreting satellite images in the context of forestry and land-use and land cover change. 3. Profound knowledge in biomass accounting and LiDAR interpretation. 4. Proven records on monitoring forest degradation and deforestation by high-resolution satellite data including biodiverssity aspects. 5. Experience in assessing forest biomass by field sampling and carbon stock inventories of tropical forests. 6. Expertise in capacity building in the context of forestry and remote sensing of tropical ecosystems. 7. The detailed estimation of the necessary resources and expenditures, necessary to provide the required service should be part of the contractor s proposal. 8.
