d) We intend to award contracts for the following project activity: Transformation of the Higher Institute of Mines and Geology (ISMG) of Boke into a School of Excellence in Mines and Geology.
Extractive resources are a key economic factor for Guinea. In recent years, the country has been able to create important strategic, legal and institutional conditions for sustainable growth by developing their natural resources. The improved frameworks now have to be implemented in the sector so that natural resources extraction contributes to sustainable development. A highly qualified workforce is necessary in order to benefit from the employment potential of the sector and to steer the sector's development at large, both in Guinea and the sub-region. However, Guinea's education sector offers limited opportunity for academic teaching and research in geology and mining beyond the technical courses offered by the Higher Institute of Mines and Geology (Institut Superieure des Mines et Geologie, ISMG).
With the support of GIZ, the Government of Guinea is planning to address the challenges facing Guinea's higher education in the field. The aim of the project activity is to draft a strategy for the transformation of ISMG into a School of Excellence in Mines and Geology. The School of Excellence will serve as a teaching facility at the Bachelor's and Master's levels and serve as a research centre and offer doctoral training to meet the demands of the private sector and administration in Guinea and the countries of the sub-region.
If you are awarded the contract, you are not excluded from bidding for the implementation of the following project phase. However, a prerequisite for participation in a subsequent tender is that you do not benefit from your involvement in the previous contract and that the equal treatment of all bidders is ensured.
e) Submission deadline If you are interested in performing this work, please submit a bid in two copies in accordance with the GIZ bidding conditions and the technical offer as a CD by 06.03.2017 (date of receipt at GIZ).
f) Labelling of offer Your bid, comprising the technical offer and the price offer, must be clearly marked as such and submitted as a package containing two envelopes. The price offer must always be separate from the technical offer and placed in a separate envelope. h) Price offer The price offer must be submitted in Euro in accordance with the attached format for the price offer and the General Terms and Conditions section 5. Personnel costs should be shown on the basis of days (generally working days).
i) Procedural questions Please address any commercial, technical and procedural questions at an early stage. Questions will be answered if they are received at the latest five working days before the closing of the tender. j) Non-compliance may result in your bid not being considered. The questions and answers, if they are of general interest, will be made available to all bidders in an anonymous form as an integral part of the tender documents (Annex 10 - Bidder questions and answers) on the tender platform of GIZ at www.qiz.de/en/workinqwithqiz/biddinq procurement.html It is the sole responsibility of the applicants / tenderers to inform themselves in the course of the award procedure about the information and amendments set there. Evaluation of Offer We will evaluate the technical and price information in the received bids (see Annex).
k) Date of decision to award contract The evaluation of the submitted bids is expected to be completed by 29.03.2017. For procedural reasons, no information on the status of evaluation will be given pending the decision on contract award, and we therefore ask you to refrain from making enquiries. If your bid is rejected, you will be notified in writing. Acceptance period and Commencement of work
l) Work is scheduled to start on 10.04.2017; except in the case of project appraisals, this date applies only if the project agreement has been entered into by then. The award should accordingly be made no later than 31.03.2017 You are bound by your bid until this date.
m) Notification of intention to bid Please notify VEL(S).qiz.de within five days of despatch of our enquiry whether we can expect your bid, stating the transaction number in the subject heading of the email.
n) Infringements against the regulations for awarding contracts For contract awards in excess of the limits stated in VOL and VgV (EUR 209,000), you can apply to the Bundeskartellamt (Federal Anti-Trust Office) for a review of any alleged infringements of the regulations for awarding contracts.
